Company Overview
The East African Crude Oil Pipeline (EACOP) project is a midstream development
located across Uganda and Tanzania that includes a nearshore Marine Storage
and Export Terminal (MST). Once completed, the EACOP Company will operate
the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil
export pipeline that transports oil from Kabaale – Hoima in Uganda to the
Chongoleani Peninsula near Tanga Port in Tanzania for export to international
markets.
Job Dimensions
The Security Coordinator – PS1 is responsible for coordinating, implementing, and
monitoring security operations at Pump Station 1 and associated facilities within
the assigned area. The position ensures the protection of personnel, assets,
infrastructure, information, and operations through effective security planning,
access control, security monitoring, incident prevention, emergency response,
and coordination with relevant internal and external stakeholders.
The Security Coordinator shall ensure that security arrangements at PS1 comply
with EACOP security standards, approved procedures, applicable Ugandan laws
and regulatory requirements, and contractual security obligations.
Activities Security Operations
• Coordinate day-to-day security operations at PS1 and associated
facilities.
• Ensure effective implementation of the approved PS1 Security Plan and
security procedures.
• Monitor the performance of contracted security service providers and
ensure compliance with contractual requirements.
• Ensure adequate deployment of security personnel according to
approved manning levels and operational requirements.
• Conduct regular security inspections and patrols of the facility, perimeter,
and critical infrastructure.
• Monitor security vulnerabilities and recommend appropriate mitigation
measures.
• Ensure security posts, patrol routes, observation points, and access-
control positions are properly managed.
• Maintain effective security coverage during normal operations,
maintenance activities, shutdowns, and other special activities.
Access Control
• Coordinate access control for employees, contractors, visitors, vehicles,
and service providers entering and leaving PS1.
• Ensure compliance with identification, authorization, search and
screening requirements.
• Monitor the issuance and control of access cards, visitor passes and
temporary permits.
• Ensure restricted and critical areas are adequately controlled.
• Investigate and report access-control violations.
• Coordinate vehicle and personnel searches in accordance with approved
procedures.
• Ensure access-control records and registers are accurately maintained.
Security Risk Management
• Conduct regular security risk assessments and vulnerability assessments
of PS1.
• Identify threats to personnel, infrastructure, equipment, materials, and
operations.
• Recommend appropriate preventive and protective security measures.
• Monitor changes in the local security environment and provide timely
security updates.
• Maintain a security risk register for the assigned facility.
• Support the development and review of security contingency plans.
Incident Management and Reporting
• Coordinate the immediate security response to incidents occurring at or
affecting PS1.
• Ensure timely escalation of serious security incidents to the Security
Manager / Country Security Manager.
• Prepare accurate security incident reports, daily security reports, and
situation reports.
• Lead or support preliminary investigations into security incidents.
• Preserve relevant evidence and ensure incidents are properly
documented.
• Track corrective and preventive actions arising from security incidents.
• Identify trends and lessons learned and recommend appropriate
improvements.
Emergency Response
• Support the implementation of the PS1 Emergency Response Plan.
• Coordinate security response during emergencies, including intrusion,
fire, civil disturbance, sabotage, theft, security threats, and other
emergencies.
• Maintain effective communication with the Emergency Response Team
and Site Management.
• Support emergency drills and exercises and document lessons learned.
• Ensure security personnel understand emergency procedures,
evacuation arrangements, and emergency communication protocols.
• Coordinate with Police, Fire and Rescue Services, medical responders and
other emergency services when required.
Liaison and Stakeholder Management
• Maintain effective working relationships with PS1 management,
operations, HSE, construction, logistics and other relevant departments.
• Liaise with Uganda Police Force, Oil and Gas Police, local authorities and
other government security agencies as appropriate.
• Support coordination with community representatives on security-
related matters.
• Participate in security coordination meetings and provide professional
security advice.
• Ensure security concerns affecting operations are promptly
communicated to relevant stakeholders.
Security Personnel Management
• Provide operational direction and guidance to security supervisors and
guards.
• Monitor attendance, deployment, discipline, and performance of security
personnel.
• Conduct security briefings and toolbox talks.
• Identify training and competency requirements for security personnel.
• Verify that security personnel understand their post orders and
responsibilities.
• Monitor compliance with the security contractor’s Standard Operating
Procedures.
• Escalate security personnel performance or disciplinary issues through
the appropriate management channels.
Security Systems and Technology
• Monitor the effective operation of CCTV, access-control systems, alarms,
communications equipment and other security technologies.
• Ensure security systems are routinely tested, and defects promptly
reported.
• Coordinate with relevant technical teams regarding security-system
maintenance.
• Review CCTV footage and security-system records when required for
operational or investigative purposes.
• Ensure appropriate control and protection of security-related
information.
Asset and Infrastructure Protection
• Identify critical assets and infrastructure requiring enhanced protection.
• Ensure appropriate security measures are implemented around critical
PS1 installations.
• Monitor risks relating to theft, vandalism, sabotage, trespass, and
unauthorized activities.
• Support protection of equipment, materials, fuel, tools and other high-
value assets.
• Coordinate security arrangements for deliveries, movements of high-
value equipment, and other sensitive activities.
Audits, Inspections and Compliance
• Conduct routine security inspections and compliance checks.
• Support internal and external security audits.
• Track identified security non-compliances and corrective actions.
• Ensure security documentation and records are maintained and readily
available for audit.
• Monitor compliance with applicable EACOP policies, procedures,

standards, and contractual requirements.
Accountabilities
At EACOP sites and offices, manage security programs, including security staff
management, access control, risk management and incident response, to ensure
the secure conduct of EACOP operations and activities at Pump Station 1 and
associated facilities, in compliance with EACOP security standards, applicable
Ugandan laws, and contractual security obligations.

Experience
Qualification
• Bachelor’s degree in Security Management, International Relations,
Criminology, Political Science, Risk Management, or a related field.
• Professional security certifications are highly desirable, such as CPP
(Certified Protection Professional), PSP (Physical Security Professional),
Risk Management or HSE-related certifications.
Required Experience
• Minimum 5–7 years of experience in security (Private Security Company,
Army, or Police).
• Experience with security in industrial facilities management.
• Experience with security in project management.
• Ability to write and review security procedures, SOPs, and reports.
• Computer literate.
