Staff Supervised Drone operators / pilots (headcount per operational deployment)
Location Kampala and EACOP project sites in Uganda, with frequent travel to operational
areas and security outposts along the pipeline route
Company Overview
The East African Crude Oil Pipeline (EACOP) project is a midstream development
located across Uganda and Tanzania that includes a nearshore Marine Storage and
Export Terminal (MST). Once completed, the EACOP Company will operate the
East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export
pipeline that transports oil from Kabaale – Hoima in Uganda to the Chongoleani
Peninsula near Tanga Port in Tanzania for export to international markets.
Job Dimensions
The Drone Security Coordinator operates in a complex, dynamic environment
spanning critical pipeline infrastructure, above-ground installations (AGIs), main
camp and pipe yards (MCPYs), remote field locations, and security surveillance
zones across Uganda. The role requires effective coordination with private security
personnel, public security forces, operations teams, contractors, the Uganda Civil
Aviation Authority (UCAA), and other key stakeholders to ensure the safe, secure,
and compliant deployment of drone operations in support of EACOP asset
protection and security activities.
The position demands strong tactical planning and organizational capabilities,
sound technical expertise in aerial security surveillance, and a high level of
commitment to security protocols, regulatory compliance, and operational
excellence. The Drone Security Coordinator delivers reliable aerial intelligence that
strengthens situational awareness and protects EACOP’s personnel, assets, and
critical infrastructure.
Activities
Drone Operations & Mission Planning
• Plan, schedule, and oversee drone missions supporting security and
operational activities.
• Ensure effective surveillance coverage of EACOP operational facilities and
critical infrastructure.
• Support patrol verification, route monitoring, and situational awareness
activities.
• Provide aerial support to incident response, investigations, and
emergencies.
• Maintain a record of all drone operations and mission results.
• Ensure compliance with approved operational procedures and flight
authorizations.
• Coordinate drone activities with Security, Operations, HSE, and other
departments as required.
Compliance and Safety
• Ensure compliance with national civil aviation regulations and operating
permits.
• Ensure all drone operations comply with Company HSE requirements and
risk management processes.
Data & Information Management
• Ensure proper collection, storage, and dissemination of drone imagery,
video footage, and operational data.
• Produce reports and briefings based on drone observations and mission
outcomes.
• Support the Security Team with aerial intelligence products and trend
analysis.
Training and Development
• Participate in the development and implementation of drone training
programmes.
• Ensure drone operators maintain required qualifications, certifications
and competencies.
• Promote best practices and continuous improvement in drone operations.
Stakeholder & Authority Coordination
• Liaise with national aviation authorities and relevant government agencies
when required.
• Coordinate with internal stakeholders to support operational and security
requirements.
• Support audits, inspections, and assessments relating to drone activities.
Equipment Maintenance & Asset Control
• Conduct thorough pre- and post-flight inspections of airframes, motors,
payloads (such as thermal or RGB cameras), and batteries to detect wear
and prevent failures.
• Implement strict tracking, storage, and charging protocols for LiPo and
smart batteries to maximize lifespan and ensure safe power delivery.
• Maintain, update, and calibrate all ground control stations, controllers,
and telemetry links to ensure reliable communication and video downlinks
during missions.
• Maintain an accurate inventory of hardware, spare parts, and tools to
manage timely replacements and minimize operational downtime.
• Maintain comprehensive logs of all maintenance, firmware updates, and
repairs in compliance with company standards and aviation regulations.

Education, Skills &
Experience
Qualification
• Degree or Diploma in Aviation, Security Management, Engineering or a
related discipline.
• Remote Pilot Aircraft System (RPAS) Licence.
• Recognized Drone Pilot Certification.
Required Experience
• Experience in Oil & Gas, critical infrastructure, or industrial operations
preferred.
• Experience coordinating drone contractors and service providers.
• Experience in aerial surveillance, intelligence gathering, and emergency
response support.
• Experience operating within regulated aviation environments.
Knowledge & Competencies
• Knowledge of international security best practices, i.e. ICoCA, ASIS
International Protection of Assets, International Association of Oil & Gas
Producers (IOGP) reference material, ANSI/API Standard 780, and the
International Ship and Port Facility Security (ISPS) Code.
• Competence in using Security Risk Assessment tools in accordance with
ISO 31010:2011, and threat analysis and risk assessment (TARA).
• In-depth knowledge and understanding of the Voluntary Principles on
Security and Human Rights (VPSHR), including the UN Basic Principles on
the Use of Force and Firearms by Law Enforcement Officials, and the UN
Code of Conduct for Law Enforcement Officials.
• In-depth knowledge of ISO 18788:2015 and ISO 28007-1:2015.
